I have two comments about fixing Astron supplies:

A common problem with Astrons (which might not be in any way related to 
the trouble he's having) is that the screws holding the board to the 
filter capacitors loosen, causing the traces to burn.  When you open it 
up, be sure these screws are tight.

Also -- the capacitors hold a big charge for a long time after use -- 
even if you have shorted the output of the supply!  Discharge them 
through a resistor before working on the supply, unless you like molten 
screwdrivers, etc.
