[Elecraft] KIO2 Problem

I am adding the KIO2 to my K2.

All the preliminary tests were successful but I get "no response from K2" 
using two different programs and two different computers when carrying out 
the serial interface test.  The signal from the control board operates the 
ATU correctly.

I have checked:
cable continuity and pin numbering
computer serial port settings
internal oscillator (correct voltage and can hear the signal on 16.29 M)
Board soldering
Board DC voltages

The only significant differences are
J1-2  -10.7
J1-4  +6.1
U1-13 +5.1 (same as U1-12)
U1-15 +5.1 (same asU1-16)

Q1-G +0.1 (not -1 as on check list)

D4-C +5.1

Can anyone suggest where to look next?
