I just looked at the schematic, and I see that you should still have about
12 vdc at P1 pin 16 even if you had missed the step to install the jumper at
RFC8.  It sounds like you've got a short on the DC supply bus marked "12V"
on the schematic (after RF-D16) somewhere, which would explain your power
cable heat up.
