As a general rule, if using an antenna known to be too short for a given
frequency, (Remember 234 over the frequency in MHz is the quarter wave
length minimum for resonance), I make the wire longer if it does not load.

Nearby objects that conduct RF or shade your antenna from free field
radiation can detune your non resonant wire even further from working on a
given band.

For best all around results with least tune up problems, even a low dipole
is hard to beat.  It always works, again if you are not sitting in a metal
box as it were of nearby buildings, or green shrubbery that easily conducts.

For random wire users, a number of wires, might get you loaded on problem
bands by trying different length combinations.
