I am sending the procedures page from the QMN CW net that has been
functioning since 1935. There are some nice examples of how to check in
[with / without] traffic, how the net is called up, how people are moved
off frequency to pass traffic, and how they are excused.
This maybe a little more elaborate than what your looking for but there
is good information in examples on the 'net' Q signals. Feel free to
browse....

I dunno...you'll have to ask someone smarter than I am that
question. If I had to guess, I'd have to guess that whoever started
using them/proposed them/whatever back in the days before history or
whenever didn't know there were any Q signals before QRA and after
QTR and figured they were fair game. Purely conjecture mind you, but I
guess no one challenged it, and so here we are with ham-use-only fake
Q signals that confuse people.=20
