First, thanks very much to all who replied.

Adding 10pf parallel across C73 on the RF board allowed me to readjust the 
4000khz L30 VCO voltage back to 6 volts, and all the rest of the 
measurements fell well within the 1.5 to 7.5 range. In fact, the minimum 
VCO measurement  on each lower band edge was typically a bit above 2 volts, 
and maximum VCO voltage at top band edge ranged from 3 to 5 volts.

Anyway, it appears I can now proceed on.
