[Elecraft] K2/100 and KAT100 odd behavior

That's not the issue. The relay changing of filters is plenty fast for me
with either setting, and is not the problem.

The problem is that the transmit power doesn't stabilize until I TRANSMIT
for a few seconds, even if I changed bands 10 minutes ago.
