[Elecraft] K2 sn 3975 VCO Alignment

Greetings!

I'm getting a VCO voltage reading of just under 1 volt at 7000 khz if I set 
4000 khz to 6 volts. All other test points are in spec. I've also tried 
setting the VCO voltage to 7.5 volts at 4000 khz and the 7000 khz VCO 
voltage increases to 1.28 volts, with the other settings still in range.

I've rechecked D21 - D26, L30, and T5 for correct parts, number of 
windings, etc. I've also checked C71 - C74 and even pulled C71, C72, and 
C73 and checked their value in an RLC test circuit.

My DMM is a Fluke 77.

Is this range close enough to continue on?  If not, I would appreciate some 
suggestions as to what to check next.
