There are no rules about carrying on radio gear, (incl 
cell phones, HTs, etc).  You  just can't use it while 
in flight.

I've carried my K1 or K2 onto many domestic flights 
and a number of international flights over the past 3 
years with no problems whatsoever.  This included NiMH 
batteries, paddles, collapsible fishing pole, antenna 
wire, RG-174 coax with ferrite bead balun, etc.  On a 
few occasions they were examined either at the 
security checkpoint or at a pre-boarding random 
screening.  No explanation was ever requested or 
offered.

SLA gel or glass mat batteries are also allowed on  
airplanes.

If you are carying a notebook computer, you have to 
put it through the X-ray machine seperately.  My 
latest one has gone through the machine at least twice 
a week for the past 6 months. Other people I know 
subject their laptops, cell phones, etc. to even more 
frequent exposure with no known ill effects.

All of the above doesn't guarantee that you won't run 
into some security person who will, with the best of 
intentions, prevent you from carrying you stuff on.  
Your recourse would be to put it in checked baggage, 
or leave it behind.
