I had the same embarrassing issue when I first tried to use my card for an 
international purchase.     It's more for the protection of the card company 
than for the card holder because of severe limitations of liability that 
favor the consumer in the U.S.  Despite the limitations of monetary liablity 
in matters involving stolen credit cards or numbers, untangling the mess can 
be a migraine headache for the consumer. The "block" is a minor 
inconvenience, but well worth it in avoiding the messy problems that could 
arise without it.
