[Elecraft] KX1 Part-1 Resistance checks

I get to measuring the resistance checks on p26 of the manual.
Table says:
"U1 pins 8 and 19 should be < 5 ohms"
I get .9 ohms on pin 8 (this is OK it's less than 5 ohms)
Next on pin 19 I get ~ohms (many megohms - like open circuit!)
matter of fact alll pins15-28 measure in the high meg ohms this can't
correct??

Question is: is this oK?? Dare I drop in in U1 and go for the next phase??!?
