What I have used very reliably, but admittedly a bit of a 'bodge' is to 
take a section of brass bar, shave it down to fit the footprint of the 
IC in question ( I have even done this on 40pin THP dils ) with a 
channel between the pins so that only the pins and pcb pads along 
the row come in contact with the brass and then drill 0.8mm holes 
in the brass to register with the IC pins, put solder blobs of fresh 
solder on the pins, heat the Brass block with a blowlamp held in a 
pair of pliers until suitably hot, tin with a smear of fresh solder, then 
apply to all the pins simultainiously. with practice the IC is easily 
removed in a few seconds leaving only a tidy-up with solder sucker 
or wick.
