[Elecraft] K2 Q7/Q8 PA Base Bias

Hello again all:

Still having problems with my K2 (SN#3930)
Have been communicating with Gary and working with Jim (W4ATK) here in =
Birmingham.
After troubleshooting throughout the applicable sections, I have removed =
the Q7 and Q8 finals, the R50 resistor and the two 2N2222A's and ordered =
a new PA Kit.

Today I received the kit and installed the 2N2222A's. When I put the =
radio in tune mode and check the base bias on Q7/Q8 I get a reading of =
0.660 VDC.=20

In a message I received from Gary he writes: "Be sure to check the PA =
base bias is not more than 0.650 VDC when you remove the old PA =
transistors and do not install the new ones until you check this with =
the rig in TX, min power setting, and the PA transistors left out."=20

The question that I pose to group:  As you can see, the voltage is in =
excess of the specified voltage.
Is this too much and, if so, any suggestions as to why?
Once again, I would certainly appreciate any input from my learned =
collogues. I want to get this radio working. This has been going on too =
long and I am at the end of my rope. She is about to go into a box and =
head back to sunny California.
