Elecraft do put the correct code on packages.  I have had several 
deliveries from them over recent years and normally only the VAT has been 
charged.  However, UK Customs do make mistakes from time to time!

Certainly you should pay only 17.5% VAT and Parcel Force handling 
charge.  If the red and white sticker shows that you've been charged 
anything else, claim it back.  I did this once when I was charged duty on 
an Elecraft shipment, and it was easy.  I just e-mailed UK Customs and they 
asked me to send them the red and white sticker from the packaging and a 
copy of the receipt and customs declaration.  The latter had been removed 
by the time the package reached me, but Lisa at Elecraft faxed me a 
copy.  That satisfied Customs and I got a refund fairly promptly.
