The AADE (Almost All Digital Electronics) L/C meter boasts 1% accuracy, and 
so far, I have no reason to question those claims. It's priced 
competitively ($99.95, kit, $129.95 assembled) and is very easy to 
assemble. $4 s/h (US only).
