I measured infinity resistance from U4 pin 8 to ground when I was at that
stage.  Looking at the schematic, it looks like it should be a high
resistance, depending on what effect reading through the IC itself might
be.  So I would say that something is not right there.

You might ask Gary Surrency at support@elecraft.com what he thinks about
it.
