Could be you DMM... If the ohm meter puts out
enough voltage to turn on D7 and D8 in the voltage
multiplier, then you will see low resistance.

See how much voltage the DMM puts out reading ohms - use
another meter, or charge up an electrolytic capacitor by
reading it on ohms, and the then read the voltage on the
capacitor.

If the ohm meter uses more than 0.7 volts, you'll start to
have problems.  If it puts out more than 1.4 volts, you
won't get good readings.
