[Elecraft] KPA 100 HELP !

Hi All
         After going through Assembly Part 1 of the
KPA100 I came to do 
the Initial Tests everything
seems ok except U4 pin 8,ground my reading is only
5.23k according to 
manuel should be >10k
any help appreciated.
