The following changes went into effect on April 15, 2000, and are in effect 
today:

- There are 6 classes of license: Novice, Technician, Technician Plus, 
General, Advanced, and Extra.

- Novice and Advanced are not available to new issues but may be renewed and 
modified indefinitely. 

- Technician, General and Extra are open to new issues.

- Technician Plus may be renewed and modified but when renewed will be 
renewed as Technician. However, former Technician Plus holders retain their HF 
privileges as long as they retain their Technician Plus license documents. 

- There are four test elements: 
     Element 1 (5 wpm code receiving)
     Element 2 (Technician written, 35 questions)
     Element 3 (General written, 35 questions)
     Element 4 (Extra written, 50 questions)

- Technician requires Element 2, General requires Elements 1, 2 and 3, Extra 
requires Elements 1, 2, 3, and 4

- A Technician who passes Element 1 gets Novice/Technician Plus HF privileges

- Any Novice license document (expired or unexpired) gives credit for Element 
1. However, credit for Element 1 towards an upgrade to General or Extra 
expires after 365 days. 

- Any Technician license document (expired or unexpired) from before February 
14, 1991 gives credit for Element 1

- Any Technician license document (expired or unexpired) from before March 
21, 1987 gives credit for Elements 1 and 3

- Any Technician license document that is unexpired or in the grace period 
gives credit for Element 2

- Any Technician Plus license document that is unexpired or in the grace 
period gives credit for Elements 1 and 2

- Any General or Advanced license document that is unexpired or in the grace 
period gives credit for Elements 1, 2 and 3

There are currently several proposals before the FCC to change the licensing 
system but none have been put into effect or even reached the stage of an NPRM 
(Notice of Proposed Rule Making) yet.
