Jerry;
As the designer of the temperature compensation circuit, I can say that your
range is not acceptable.  The high value should be around 12099 kHz and the
low value around 12085 kHz.  Make sure you didn't invert D16 and D17, or
install a 1SV149 at D16.  Either of these changes would greatly increase the
range.
