[Elecraft] Help... PLL Reference Osc. Range Test ...results way to wide.

Things have gone perfectly until I did the PLL Reference Oscillator Range 
Test.  It is far too wide.  The Ref. High Frequency is 12088.8 Khz and the Ref. 
Low Frequency is 12035.5.  Therefore, the difference is about 53 Khz and it 
should be between 9.5 Khz and 15 Khz.  Elecraft said check RFC15... it is fine.
