S1 to S9 actually has two quite different meanings. Originally:

1) [originally] as part of an RS or RST report, the receiving
operator's perception of the useful strength of a signal, where 9 is
the maximum or ultimate signal, as reported in Jim's post below.

2) All by itself, meaning a report in relation to a 50 millivolt
(originally different definitions of this level) point on a signal
strength meter, where S9 means equal to the reference.

For many these two have become blended together. However, RST
originated in a time when only the privileged few had an S meter
device, and the S0 through S9 had to be in their head. And when one
was talking about medium signals, who was the operator had a lot to do
with it.

Personally when I use meaning number two, I give it in it's own
sentence.

Using 599 all the time in contests is a kind of revolt against having
to either log or determine (or insult with) that kind of information,
apparently a revolt by 99.99% of the participants and is a completely
different topic.

May I suggest that for those who have calibrated their S9 in their
Elecraft rig with the SG1, that they send a signal report of S1E, S3E,
S9E, S/10E, where /10 means S9 plus 10.

In this context S0E means I am reading you but you are not bringing up
any lights.

As an aside, in the original RST definitions, T0-9 meant the amount
60/120 Hz modulation on the signal. The presence of chirps or clicks
was represented by C or X appended to the three numbers.
