[Elecraft] PLL Reference Oscillator Range Test

I'm building K2 #4013 for a friend.  This is the second one I have =
built.  I
built mine a few years ago so that this is much like building one for =
the
first time. All has gone OK up until now. I'm on page 57 of the manual =
"PLL
Reference Oscillator Range Test".  I have measured a range of 16.45 kHz. =
 Is
this too much?  Then manual say the range must be between 9.5 and 15 =
kHz.  I
have checked D16, D17, C84, C85, and L31 as suggested in the =
troubleshooting
section.  All are the correct components.  I also had the bottom on with =
6
screws while making the measurements.
