What do you want to do with Echolink? It is primarily used in these ways

1) To access a distant repeater or remote base station via the internet 

2) To converse with another ham who has Echolink on his computer

3) To connect a repeater or base station to the internet

Echolink does not provide much in the way of control -- it is primarily 
relaying voice both ways via the internet. It also has a touchtone decoder. 

To interface Echolink to a a radio you need audio going both ways between 
the radio and sound card and a method of knowing when to transmit. 
Echolink has built-in VOX, but it can also take an electrical connection from 
the receiver that indicates the presence of signal and/or squelch.
