I actually use that same setup (28' wire and 16' ground, BNC adapter). I get pretty good DX  results, and the SWR is about 1:1 on all 3 bands. The  end of that antenna is attached to a 22' fiberglass telescopic pole.

I would be fine to know about your ''mixed results''?
