That's true only if you ignore the changes needed to the transmitter output
filter networks to accomodate any other choices.

You don't have to "fiddle" at all for the "40m/30m, and any two of
20m/17m/15m" combination, nor do you need anything other than what comes
with the KFL1-4.  If you want 17m more than 20m, just install the parts
included for 17m in place of the parts included for 20m.

If you were going to try ***any *** other band combinations on a four-band
board, you'd run into some non-trivial challenges to deal with, especially
with design changes in the transmitter output filters.

That "wide variety of configurations" pretty much remains: 40m/30m, and any
two of 20m/17m/15m.
