[Elecraft] XG1 Problem

When I first turn on the XG1 I get an S1 signal at 1 uv and an S9 signal at 
50 uv.  If I turn off the XG1 and turn it back on, I get an almost inaudible 
signal at 1 uv switch setting and a S5 at the 50 uv switch setting.  If I wait 
about half hour and turn it back on, the proper signal levels return.  I have 
checked parts placement and they are correct, no cold solder joints or bridges 
.  I have resoldered all joints.  Voltage at U2 is 1.225.  If I place a finger 
on the PC board to the right of the battery near the C6, C3, C1, C2 area, the 
oscillator output will go way down and the oscillator will stop.  I suspect 
either a capacitor or the 7.40 Mhz crystal is the culprit.  The output seems to 
increase when I spray component cooler on the crystal.  Has anyone else
