[Elecraft] KX-! - reading AC volts (p. 28)

I'm building my KX-1 and when I get to page 28, second column, which 
calls for checking to see there is <20 mV rms AC on D2, U1 and U3, I'm 
seeing voltage. I have a cheap DMM which bounces around and won't get a 
stable reading, and when I look at it with a 20000 ohms per volt analog 
meter, I see upwards of 25 V on the AC scale. I don't own a 'scope so I 
can't see what it looks like.

I carefully checked value, placement and soldering of the electroylytics 
as called for in the page 28 note. I went ahead and checked the menu 
etc. steps on p. 29 and everything works fine. But seeing that AC 
voltage kinda bothers me.

Suggestions??
