Hi Jeff,
PAIA Electronics offers a headphone distribution amplifier kit here:

It is 6 channel stereo with individual pots for each stereo channel.
USD $80. They also show a full page schematic if you want to start
with that and go on your own. Basically it's twelve parallel op amps
driving 8-600 ohm loads, low distortion. Very straightforward design.
Standalone sloping front console, 12VDC powered.
It's headphone output only, but you can do an amp on your own or buy
one of the inexpensive modules, and add filters or other gingerbread
easily.
I've been happy with PAIA kits since the mid 1970s.
