[Elecraft] troubleshooting # 4115 - SOLVED (I think)

I think I found the problem.  Checking voltages around the synthesizer, 
I discovered U4-16 only had about 4.34 VDC.  Voltage at the output of 
U8, the 78L05, was 4.86 VDC.  It appeared a bit more than .5 V was 
being dropped across RFC15.  

Hmm, I thought, either U4 is pulling way too much current, or RFC15 has 
way too much resistance.  Sure enough, RFC15 was open or at least 
>20Megs.  I substituted a wire jumper for the choke and tacked 
another .001 cap in parallel with C91 and presto -- stable transmit  
and clean spot tone.  I think it's fixed.

I guess I've gotten rusty.  It took way me longer to find that than it 
should have.
