Joe,

The only thoughts I have (given your 29 ohms reading) is that possibly C67
is shorted - also check the end of R15 that is connected to C67.  A shorted
Q18 might possibly lead to a low reading.  R15 is the only low value
resistor that I see connected to the 8B line - but then I may have missed a
path in my view of the schematic.

Try removing one end of R15 to see if the resistance goes up dramatically
(to much greater than 100 ohms) - if it DOES, your problem lies with the VFO
output (Q18 and the components connected to it).
