Not really. There's a faraday screen (actually a single open turn of copper
sheet) between the primary and secondary, so that any short between primary and
secondary has to go through the shield. Transformer failures of this kind
were one reason Edison opposed AC distribution 100+ years ago. Westinghouse found
the solution in the ground screen, which also acts to contain line noise.

Just the opposite - it has been banned in some due to interference and a flop
in others.
