[Elecraft] K2 optical encoder - not free spinning?

Hello again, fellow Elecrafters

Well, K2 #003741 is well underway; I've completed the first bit of the RF 
board, and am already stuck into stage 2...

I have a question about the optical encoder, though:
There is/was much talk of the need for the felt washer underneath the main 
tuning knob to stop the knob 'wandering', once set to a particular 
frequency.  My encoder doesn't seem to be free spinning enough to need a 
felt washer, and seems happy to stay put whether the knob is touching the 
washer, or not,

Do any other constructors concur, or have I got a duff encoder?   Don't get 
me wrong, it's not stiff, or awkward to turn, but it seems to have enough 
friction of its own to render the washer unnecessary -- It certainly 
doesn't overrun if given a sharp flick of the wrist, coming to rest almost 
immediately.

Your thoughts would be appreciated.

Meanwhile, I'm off to continue stuffing my RF board -- Those toroids are 
looming ever closer....
