So, this takes two antenna at one end, and combines them into
one antenna at the other end, and puts a phase shift into one
line or the other?  With a bit of balancing perhaps.  Make the
parts robust and you can transmit through it.

Sounds like a bunch of LC delays with relays to switch them in and
out.  Toroids!  Seems to me that a little surgery on a KAT2 would
let you test out the concept.  The capacitors get wired different
though.

I'm still dreaming of the perfect noise generator/calibrator...
