[Elecraft] Max voltage for control board R1?

Hi folks -
  After the discussion today about volume, I checked the voltage on R1 of
the "quieter" of my two K2's. To my surprise the maximum voltage that I can
adjust the pot to is 3.8 - as in the manual - but no more. Does anyone know
if this suggests a problem?
  Also, several have mentioned turning off the AGC. I'll be darned if I can
find a menu to so that. I am only aware of the fast/slow function. How do
you turn it off? Thanks everybody.
