I do a lot of weak signal work on CW and had the same problem until I
played around with the AGC by decreasing the value of R1 on the control
board from 51k to about 22K.

My K2's S/N is #2622, but with your #3718 R1 is a pot, so it would be a
lot easier for you to try.

My 8-volt regulator puts out 8.32 volts as I recall, which accentuated
the AGC problem.

Decreasing the value of R1 also cured the stingy S-meter problem.
