Ray, no this is not normal. Something's wrong. Check components and
soldering around R14, D6, R5, and U3, particularly pin 16. There's not a
heck of a lot else, I think, that's involved. Check the action of R5. Use
your DMM to be sure its resistance changes smoothly and stably. Otherwise,
there may be something wrong with U3.
