[Elecraft] Receive Problems 8R / RX ?

I have completed assembly of My K2 Sn 3633 up to the IF Alignment
section.

When I hooked up headphones I had NO audio at all. I can Here the side
tones etc. and I here some audio when I go to Menu. I determined that
the IF AMP was not getting enough voltage from 8R to Operate.
Backtracking I found the Gate of Q4 on the Control Board had 0 volts
(RX) I checked at pin 28 MPU and found the same 0 Volts. I then Closely
Inspected the trace in question and checked it for ground shorts, all
was normal. I removed Q4 and checked again RX was still 0 Volts. Am I
missing something or do I have a Bad MPU
