[Elecraft] Problem with K2

Eric,
 I have run into a problem with my K2 unit. I cannot regulate the 
voltage per the manual on the left end of R30 using L30.
Her are the conditions:

   1. All settings and resistance measurements per the manual up to page
      58 [VCO Alignment] are normal according to the manual.
   2. Tuning L30 does not cause any change in voltage on R30.
   3. Going to page 10 of the troubleshooting portion the following
      steps are taken: 1 through 7 ok. Steps 8&9 are not too clear as
      for the selection from OPT PERF and then to CAL FIL. I can get to
      OPT PERF ... and then re set the setting to Cal FIL ... but it
      seems as if I am missing something there? My lack of familiarity
      with using all the functions of the K2 is my problem ...
   4. PLL Reference Oscillator steps [page 10] 1 thru 5 result in zero
      readings on pin 1 U4, pin 3 U3, and pin 6 U3 ... all zero volts.
   5. I have very carefully examined T5  for number of turns and correct
      placement of leads, including resistance continuity checks between
      the lead [slots 1-2 & 3-4] and all appears correct. That is, good
      continuity and no shorts between the windings, and correct number
      and placement of turns. I can see some variation of voltage [very
      low in measurement] on the "backside" of R31, that is, connected
      direct to the junction of D23 & D25 .... while tuning L30. 
   6. I assume the "Left end" of R30 is in reference to the front of the
      K2 towards me, that is to say, the junction of R30 and pin 7 U6. I
      have very carefully looked at all components and checked for
      solder bridges, parts placement and so on, nothing seems out of
      place including correct values in locations for capacitors,
      transistors, etc.
   7. Good sound volume out using headphones .... no signals because I
      am not using an antenna yet since the manual did not call for one.

I am at a loss at this point, any suggestions would be gratefully 
appreciated.

Thanks you very much, also, I sent the panel back today, it seems like I 
got two right side panels as opposed to a left and a right. No big deal 
... stuff happens.
