Justin,
Welcome to the Pacific Northwest.. (I live in the
Tri-Cities---Richland).
First thing I would do is cut the power to the house and see
if the noise was still there.
If it goes, then isolate the house circuits, one by one... I
had trouble with the switches that had built-in neon lights,
If it doesn't go when you cut the power, then I would start
walking the area with a Aircraft band VHF AM receiver, and
see what I could find....
Is the house ( or near neighbors) pre-wired for
broadband/DSL ???
Does your neighbor have one of the new *big* HDTV's ??
One of my "tools" is the AM receiver in my car... tuned to
one end of the band, volume up a bit, and listening while
I'm driving..
I don't know if this helps, but this group has a lot of
knowledge and experience...
