[Elecraft] Noise Blanker K2

This is all fine and dandy..but I'm not asking whether the NB works or
not.  That discussion has been done in the past, I'm asking if anyone
has made any notes on the proper voltages on the KNB2 when on and when
off so I can troubleshoot mine.  I'm sure mine doesn't work because in
my car I'll have 20 to 40 over S9 ignition noise and the blanker doesn't
do a thing...in other words I'm sure the noise is strong enough that the
blanker would try to blank it if it was working.
