Dave,

I see my/our problem and the reason for your success.  The Elecraft 
Dummy Load undoubtedly has some internal circuitry which detects the 
presence of an Elecraft rig, knows it spec performance and adjusts 
itself accordingly to ensure the measurements are in spec :-)

BTW -- were your readings with the KXAT1 installed or on the bare radio?
