All of my testing was done at 13.8 v for just the reasons Phil mentions.
If you've checked your turns on the toroids R4 is FULL CW and solder joints
are good, then I'd suggest raising the value of the 22 ohm resistor. You
don't need a precision resistor in that spot - just something close to 33
ohms should do it.

I know the manual specs say "12 V supply". But often that means a 13.8
VDC shack supply, not 12 V or 12.6 V. However, that power (2.0 W at
12.6 V) does sound low for the rig when they say 2 W with a 9 V supply.
Have you tried with a 13.8 V supply and if so what are the results?
I'm behind you (just abt to do intitial TX tests but had to see the
doctor on an unplanned basis). But I will do all initial tests with
13.8 VDC -- since I am bypassing the internal battery assy for now.
