[Elecraft] K1 - which band? 15 or 17?

I have my top band on 15 meters.  Reason?  MORE ACTIVITY.  
17 meters not as active and is not allowed during contests....
the choice is yours.  I considered 17 meters but more "results"
for me on 15.
