It's a hard job for a DMM to messaure capacitors in the low range area. The 
values of the monolitic and electrolytics are larger than the NP0s. The 
reason is following. The leds are also capacitors - small ones but there 
are. Your additional wire is also a capacitor. So I suggest to trust the 
Elecraft gang and only to use your DMM if you don't know is it 100 pF or 10 
pF or so.
