[Elecraft] PLL ref. oscillator doesn't

I did some upgrades on K2 #432.  I installed the BFO mod kit and the 
temperature-compensated PLL reference upgrade, and now my K2 doesn't 
work.  I get a reasonable frequency at TP3 in the BAND- position, but a 
nonsense value in BAND+ -- the oscillator has stopped oscillating.  If I 
put my scope probe on the hot side of D16, it will start oscillating 
again in the BAND+ position.  Pin 1 of U6A looks like it's going from 
ground to +8, is this correct?  Any tips for other things to look for?
