Floyd,
I trust you are interpreting the value marks on the capacitors correctly -
47 pf would be marked as either '47' or '470', a 470 pf capacitor would be
marked '471'. I have trouble believing that the builder went out and
purchased 470 pf capacitors to put into all those locations.
Low 20 meter output can many times be attributed to the variable capacitors
in the bandpass filter (C21 and C23). Try spinning them several rotations
(10 or 12) and then re-do the 20 meter alignment just to be certain that is
not the problem. Also, be aware that some have run out of range on these
capacitors - the A to B instructions point this out and have you solder 12
pf capacitors on the battom of the board in parallel with C21 and C23. If
you fall into this 'out of adjustment range' category, the parallel
capacitors may be your answer.
