This is unfortunately a fairly common sign of a faulty Broadcast 
transmitter. Birdes with ' FM ' modulation, you should try and find the 
actual transmitter frequency and broadcaster since this can usually get 
fixed. I have met and reported 2 of these in the last couple of years

One was all India radio, I emailed them and within minutes the transmitter 
went off air and I received a thank you note from their engineer about a 
1/2 hour later.

Anther was RDP Portugal who cropped up on several frequencies in the 20m 
band every Sunday for a couple of hours, they did nothing at first, over a 
week later i got an e-mail back saying that their engineer was on 1 month's 
leave and that they would deal with it when he returned! I passed that one 
onto Intruder watch and the transmitter was taken off air for a couple of 
weeks before returning fixed

Sometimes you run into harmonics in the amateur band too, these are usually 
in AM and sometimes you can hear the fundamental


The ILG radio database of SW BC transmissions (which is free for amateur 
use) is very useful for identifying these accidental intruders

taking the time to identify and report these to your national intruder 
watch people is an important part of protecting our bands. I only wish the 
SSB pirates in the 80 40 and 30m CW sections were as easy to resolve.
