They absolutely should Fuse the Negative when connecting directly to the 
battery, not doing so is a potential fire hazard. If the Normal Negative to 
the Chassis of the vehicle connection fails all that current (e.g Starting 
etc) will travel via your radio and it's thin (by auto standards) negative 
lead which will get hot enough to start a fire and I promise it won't be 
good for the radio either.

A fuse is cheap insurance and should ALWAYS be fitted in case of direct 
connection to the battery.
If for some reason you sill don't want to fuse the negative please connect 
it to the chassis some place and NOT the battery.

Sounds like the installers in your area are being sloppy.
