Joe, 

While the KXAT1 isn't guaranteed to match a particular length on all three
bands, we had very good luck in tests with 22-28'.

You should go through the troubleshooting procedure in the back of the manual,
and also double-check your bridge null. Also try matching to 150 and 300 ohm
resistors. If the bridge can't handle these loads on 40 meters, there's
definitely something wrong.
